Thomas Mark Cecil

Mark has twenty-two years of experience in the energy business. Mark has drilled 200 methane gas wells in the Black Warrior River Basin in Alabama and was operator foreman on 120 wells in the Illinois Basin in Kentucky. Mark has experience in all phases of operations including site prep, drilling, completion, and production. Mark has participated in acidizing services for new and producing wells and cementing from surface to production and plugging and abandonment. Mark has conducted on-site safety and health programs and seminars, including safety and awareness, and defensive driving courses. Mark has completed courses in Situational Leadership II, Best Practices, and One Minute Manager. Mark was a Franklin Covey Planning & Training Instructor. Most recently, Mark successfully completed a 52 Well Plugging Program in Warren County, Kentucky as part of the Federal Infrastructure Act Orphan Well Plugging Initiative, as Operations Manager. Mark is a Member of the Kentucky Oil and Gas Association.


Mark Cecil is certified in Hydrogen Sulfide (H₂S) safety, ensuring the highest level of expertise and preparedness when working in environments where toxic gases may be present. His H₂S certification reflects a commitment to safety standards and rigorous training, equipping him with the knowledge and skills to identify, manage, and mitigate risks associated with H₂S exposure. This certification is essential for maintaining safe operations in oil and gas projects, underscoring EIR’s dedication to protecting both workers and the environment.
